| HOME INFORMATION PACKS (HIPs) |
Almost all properties marketed for sale from 7 December 2007 will need a Home Information Pack. The government believe HIPs will benefit both sellers and purchasers by speeding up the sale process and enabling purchasers to make more informed decisions about buying their home. HIPs must be available to potential purchasers on request.
The Home Information Pack must contain
a Home Information Pack Index
an Energy Performance Certificate, issued by an approved surveyor
a sale statement
standard searches
evidence of title
additional information, where appropriate, for leasehold and commonhold sales
Optional, authorised, documents which may also be included are
a Home Condition Report, issued by a qualified Home Inspector
a legal summary
home use/contents forms
other documents which may help speed up the sale.
Home Information Packs are currently not required for properties which were already on the market when the regulation came into force, i.e. 1 August 2007 for sales of properties with 4 bedrooms or more, and 10 September 2007 for properties with 3 or more bedrooms. HIPs are not required for private sales, e.g. sales within the family, or for non-residential properties, holiday accommodation, mixed commercial and residential sales (e.g. shop with flat), right-to-buy properties, sales of portfolios of properties, properties without full vacant possession, and unsafe properties or those to be demolished.
From 1 January 2009 a fully documented HIP will be required as soon as the property is offered for sale but until that date the government allows properties to be marketed without full documentation providing the HIP is initiated at the same time.
